Niels de Terra is an independent energy consultant. He advises Governments on:

  * Energy planning and policy
  * Power sector reform
  * Energy efficiency policy, program design and implementation
  * Institutional assessments and reform

Niels has over 30 years of experience in the field of energy, of which six were with the International Energy Agency, seven in the Russian Federation, two in Ukraine, and twenty years in developing countries. He has had extensive management and implementation experience, as well as project evaluation experience. He has managed and implemented a variety of energy sector reform and restructuring, energy policy and planning, climate change and energy efficiency projects in Afghanistan, Bosnia, China, the Maghreb and Mashrek countries, Nepal, Pakistan, Russia and Ukraine. He has been very successful in organizing and staffing energy programs and offices, and has experience in all facets of program management; including project design and oversight, personnel recruiting, project evaluation, and client relations. He has managed and implemented projects to create national energy plans, analyze energy and economy interactions, evaluate energy prices and tariffs, assess barriers to private sector investment, and investigate energy-environment relationships. In addition to his broad background in energy policy and project management, he has demonstrated exceptional skills at motivating private sector participation in technical assistance projects and at selecting and working with local consultants. He has a long history of productive collaboration senior public officials at ministerial level as well as with engineers and economists at all levels. He has a good understanding of conventional, renewable and nuclear energy technologies. His clients have included the ADB, EBRD, European Commission, UNECE, USAID, World Bank and private firms.

Niels received a B. Sc. (Econ) with honors from the University of London, London School of Economics. He went on to complete a Masters in International Affairs at Columbia University, and later he received an M.S. in Transportation from Northwestern University.
